The Challenge
The project carried out by DOMINION is part of the Adaptaclima Initiative, a Chile–Ecuador regional program focused on reducing climate vulnerability and flood risk in coastal urban and semi-urban areas across Latin American cities.
It includes funding actions to improve climate change adaptation and disaster risk reduction in both countries, through their Ministries of Environment and coordinated by the United Nations Development Programme (UNDP), which acts as the implementing agency.
DOMINION's Plus
Within the Initiative, DOMINION will deploy an Early Warning System for flash flood risk, supplying an acoustic alert point in the cities of Antofagasta, Mejillones, Taltal, and Tocopilla.
These will include mass alert sirens; control equipment with activation and remote management capabilities; redundant communication systems; and energy systems based on solar panels and batteries, enabling full autonomy from the electrical grid with up to 72 hours of operation.
A remote control system will allow monitoring and management from a control center located at SENAPRED facilities in Antofagasta. Additionally, a portable activation system will be available to trigger alerts outside the control center, with centralized monitoring and management from SENAPRED Central.
DOMINION will also be responsible for the Guaranteed Operation Service.
Results
The objective of the project carried out by DOMINION is to ensure that the cities of Antofagasta, Mejillones, Taltal, and Tocopilla, in the Antofagasta region of Chile, are prepared for potential flash flood events in surrounding ravines.
Its ultimate goal is to safeguard the lives of more than 400,000 people at risk by providing clear and timely alerts, supported by a 24/7 service availability.
