The Challenge
Following the severe damage caused by the El Niño Costero weather phenomenon in 2017, the Peruvian Government launched the Comprehensive Plan for Reconstruction with Changes (PIRCC), aimed at strengthening and modernising the country’s critical infrastructure.
As part of this strategic programme, the National Infrastructure Authority (ANIN) promoted the design and implementation of an Early Warning System (EWS) for the country’s main river basins, with the aim of improving the ability to anticipate floods, mudslides and other extreme weather events.
The challenge was to deploy advanced meteorological infrastructure in highly vulnerable regions such as Piura and Ica, integrating technology capable of monitoring atmospheric phenomena in real time and generating critical information for emergency decision-making.
El Plus de DOMINION
DOMINION acted as the main contractor, under an NEC3 contract and within the framework of a Government-to-Government (G2G) agreement, for the installation of two C-band weather radars in the regions of Piura and Ica.
The project forms part of the ‘Hazard Monitoring’ component of the National Early Warning System, based on the World Meteorological Organisation’s (WMO) Sendai Framework for Disaster Risk Reduction.
The solution developed by DOMINION included the supply, installation, integration and commissioning of the weather radars, as well as a guaranteed operation service during the warranty period.
Thanks to this technological infrastructure, the authorities will be able to monitor weather events in real time, identify threats and issue early warnings that enable preventive measures to be activated and improve emergency response capacity.
One of the project’s most significant milestones is the deployment of the country’s first operational weather radars specifically designed for weather forecasting and prevention.
Resultados
The implementation carried out by DOMINION provides Peru with a strategic technological infrastructure for climate risk management and the protection of the population against extreme weather events.
The installed weather radars enable the real-time monitoring of heavy rainfall, flooding and mudslides, providing critical information to the agencies responsible for emergency management and disaster prevention.
The Piura weather radar is currently in the trial phase and will soon be officially handed over to the Peruvian National Meteorological and Hydrological Service (SENAMHI), the body responsible for its operation and technical monitoring.
